EPR’s Comprehensive Plan team worked in tandem with City of Winchester planners on an update of the City’s Comprehensive Plan, adopted in 2022.  The plan divides the City into ten geographic planning areas encompassing neighborhoods, university, manufacturing, open spaces, and the Old Town central business district.  For each, EPR staff produced Character Mapping to imagine future development in the City.  The Character Map combines traditional future land use categories with illustrated development concepts for key new development, infill, and redevelopment sites.

EPR’s urban design staff paid particular attention to Winchester’s Old Town central business district, studying infill and vertical growth opportunities to support residential growth in this vibrant commercial area, including 3D rendering of potential development.
