EPR led the successful update of New Kent County’s 2045 Comprehensive Plan which was officially adopted in June 2025. The process was built on collaboration, data analysis, and robust community engagement. Beginning in 2022, EPR worked closely with County staff, a Steering Committee, and elected officials to facilitate joint work sessions, guide decision-making, and ensure compliance with Virginia’s planning requirements.

Throughout the project, EPR organized multiple phases of public engagement, including open houses, interactive mapping tools, and workshops that gathered extensive community input. The team conducted in-depth analyses of demographics, growth trends, transportation systems, infrastructure, housing, economic development, and environmental resources. These efforts informed a comprehensive set of recommendations across all major plan elements. The adopted plan provides a clear, actionable roadmap to support sustainable, well-managed growth in one of Virginia’s fastest-growing counties.
