Principal Transportation Engineer
EDUCATION AND CERTIFICATIONS
- Bachelor of Science, Civil Engineering, Pennsylvania State University, 1995
David Beardsley brings nearly three decades of hands-on experience in civil and transportation engineering, covering everything from roadway design to traffic operations, planning, and project management. He’s worked on countless traffic impact and safety studies—both preparing them and guiding clients and localities through the review process—and has a strong understanding of how transportation decisions get made in Virginia thanks to his career experience working at VDOT.
Over the years, David has developed deep practical knowledge in bicycle and pedestrian facility design, complete streets, traffic engineering, and transportation and parking planning. He stays closely tied to national best practices, serving on the Bicycle Technical Committee of the National Committee on Uniform Traffic Control Devices and as a panel member for NCHRP 08-149, which focuses on measuring the benefits of closing gaps in active transportation networks.
David is also well-versed in design and project development processes and knows what it takes to move a project from early planning through construction. He graduated from UVA’s Transportation Project Management Institute and is a certified Project Management Professional, giving him a strong foundation in leading multidisciplinary teams, coordinating complex scopes, reviewing engineering work, and managing contracts, fees, and budgets.
