The Town of Bedford set a vision for its future through the adoption of an updated Comprehensive Plan in 2017. This vision includes improving the Centertown area as a vibrant and diverse business district, providing a range of attractive residential neighborhoods, supporting and expanding existing businesses, and creating an attractive and exciting community that attracts new investment and new residents. 

While the Comprehensive Plan provides vision and guidance for the future, the Town’s Zoning Ordinance is its primary tool for regulating and implementing this vision. EPR’s Zoning and Subdivision Ordinance Analysis provides an objective review and analysis of Bedford’s Zoning Ordinance, and recommends changes to improve the clarity, efficiency, and effectiveness of this tool. In carrying forward this review of the Zoning Ordinance, Bedford staff and community leaders have the opportunity to better align local regulations with the vision of the Comprehensive Plan while improving government service to property owners and ensuring the Town’s compliance with applicable Virginia laws.
