EPR has been assisting the City of Lynchburg for the past nine years on a variety of projects ranging from traffic circulation, traffic operations analysis, signal timing, corridor studies, and multimodal planning.
Through spring and summer of 2011, Bill Wuensch of EPR served (through a consulting contract) as in-house traffic engineering support while the City searched for and hired a new City Traffic Engineer.

Representative Scopes of Work
Harvard Drive/Liberty Tunnel at Wards Road Signalization Design
Prepared a study, signalization plans, and concepts for realignment of Harvard Street to better connect the campus and parking. EPR worked with the Central VA Community College, Liberty University & City Staff as the study intersection is between the two campuses. The signal design included early warning devices to alleviate sight distance concerns through the tunnel. A 2nd phase of the study included Corsim modeling of upstream ramp and merge, and development of coordinated signal timing plans for Wards Road.
Kings Drive at Old Forest Road Traffic Study and Signalization Design
As part of a roadway improvement project to serve a new 1000 car parking lot for Areva in Lynchburg, EPR conducted a study for the feasibility and implementation of a new signal along Old Forest Road, an undivided four lane minor arterial with no turn lanes. The traffic operations study included an alternatives analysis and signal warrant analysis. EPR also provided signalization plans.
