The City of Norfolk, Virginia updated its award-winning Downtown Master Plan, which included a Multimodal System Plan to enhance safety, mobility, and quality of life. Norfolk’s vision for the future of Downtown includes a fully integrated transportation hub for passenger rail, light rail, and ferry operations as well as a pedestrian- and bike-friendly place. In the new Downtown plan, the dream of transit-oriented developments along a light rail line continues and expands to create an integrated network of walkability and multimodal connections throughout the downtown.
EPR developed a Multimodal System Plan for Norfolk’s downtown area, including the St. Paul’s Choice Neighborhoods Initiative and the up-and-coming Neon Arts District. EPR analyzed multimodal facility and safety data and worked with the City to designate multimodal corridors that form connected networks for pedestrians, bicyclists, and transit.
EPR also developed a series of concepts for five demonstration projects, including intersection redesigns, shared bicycle-bus lanes, pedestrian crossing treatments, and other interventions to improve the multimodal environment. These intersection design concepts will be used to inform discussions during the redevelopment approval process.
As part of a Choice Neighborhoods Initiative grant for the St. Paul’s area, EPR participated in the design process for this revitalization plan, including a multi-disciplinary charrette that laid a framework of resilient, multimodal neighborhood streets to serve this 21st century neighborhood plan. EPR worked with the City’s engineering team to design new multimodal corridors in the St. Paul’s neighborhood with optimal facilities for bicycling and walking that implement the Multimodal System Plan.
