Wei has more than 6-year experience in planning, engineering, and design with a broad range of projects, including comprehensive plans, transportation plans, traffic studies, urban design, GIS analysis, and graphic design. As a planner/designer in EPR, P.C., Wei’s expertise is primarily in transportation planning and traffic study projects, providing technical analysis and writing, and preparing graphical materials. Mr. He is highly knowledgeable with engineering, planning, and design approaches, and greatly efficient with technical software. Wei also excels in using digital technology, photo renderings, and GIS for analyses and for helping to illustrate the technical process and recommendations resulting from the study process .
Traffic Impact Studies
Wei has served as the primary analyst and author of dozens of traffic impact studies throughout central Virginia. Developments have ranged from complex multiuse sites to single use sites. Studies have been provided in the following counties and municipalities: Prince William, Fauquier, Albemarle County, Nelson, Lynchburg, Campbell, Bedford, Fluvanna, Lynchburg and Charlottesville.
William and Mary Campus Parking and Transportation Plan – Wei performed field work and conducted studies at five key intersections adjacent to William and Mary. The goal of the study efforts was to improve pedestrian safety and reduce congestion.
Region 2000/ Central Virginia MPO Long Range Transportation Plan Update, Lynchburg, VA
Wei performed a key role in the planning and traffic analysis for the MPO’s Long Range Transportation Plan Update. Specific tasks include assisting with the demographic analysis, traffic analysis, GIS analysis, and documents and graphics design.
Liberty University On-campus Development Program Traffic Study, Lynchburg, VA
Wei conducted traffic analysis and report design for Liberty University On-campus Development Program Traffic Study. Specific tasks include forecasting future traffic volumes, analyzing traffic operations, and designing documents and graphics.
Lynchburg Downtown Two-way Traffic Study, Lynchburg, VA
Wei conducted traffic analysis and testing various alternatives for Lynchburg Downtown Two-way Traffic Study. Specific tasks include forecasting future traffic volumes for different alternatives, testing traffic operations in different alternatives, proposing recommendations, and designing documents and graphics.
Route 221 Corridor Safety and Mobility Study, Lynchburg/Bedford, VA
Wei developed project base mapping and graphics for the corridor. Responsible for traffic assessment, review of zoning and ordinances, research of model ordinances, and development of corridor design concepts including traffic signals and multimodal typical sections.
Rivermont Avenue Improvement, City of Lynchburg, VA
Wei served as a designer for the improvement of Rivermont Avenue in the City of Lynchburg. The goal of this project was to establish an integrated bike path throughout the Rivermont Avenue from VES Road to Bridge St. by redesigning the traffic pavements. Using an innovative aerial based design, the proposal for the new pavements was reported graphically to the City.
Campbell Avenue Access Management, City of Lynchburg, VA
Wei served as a planner/designer in the access management of Campbell Avenue in the City of Lynchburg by providing assistance in traffic data collection and analysis and preparing graphical materials for the submitted documents.
Route 28 Safety Audit Study, Fauquier County, VA
Wei served as a planner/designer in the safety study of Route 28 in Fauquier County. The goal of this study is to document existing conditions along the corridor relative to safety, traffic volumes, and traffic operations, and to provide references for the county to keep track with their project opportunities and needs within the corridor. In the study, Wei was responsible for analyzing existing conditions, preparing an entry treatment study, and designing the final submitted documents.
Opal Service District Transportation Plan Refinements, Fauquier County, VA
Wei worked as a planning/designer by preparing technical documentation and drawings in the Opal Service District Transportation Plan Refinements.
New Baltimore Service District Plan Update, Fauquier County, VA
Wei provided assistance to the traffic system plan update for New Baltimore Service District, including layout of the road system, identification of typical sections for newly-planned roads, and preparation of materials for presentation to the transportation steering committee. He also worked on 3-d model establishment and 3-d image rendering for the planned roads and prepared study for a new utility vault system.
Haymarket Parking Ordinance Study
Wei conducted parking utilization observations and summarized results in a GIS based graphical format for use in the overall ordinance planning effort.
Liberty University Transportation Plan 2014
Wei served as the lead traffic analyst for a complex traffic study for the campus building plan through year 2021. Analyses were provided for a year by year phased approach, examining changes in traffic volumes on key links, and changes to level of service at the major intersections throughout campus.
