Bill Wuensch of EPR, while with a prior firm, conducted a study on behalf of VDOT and the Town of Orange to identify context sensitive and operational transportation improvement needs for Route 15 and 20 through the Town of Orange. These two high volume facilities provide a cross linkage through central Virginia that result in high levels of congestion, and a hinderence to walking and bicycling within the historic town of Orange. Bill worked closely with a project steering committee to gather stakeholder input and, provide interim reports and graphics to illustrate the potential issues and types of recommendations, and then garner final buy-in to the overall plan recommendations. The recommendations also included design guidelines by facility type which were tied directly to the context of the abutting land use and the Town’s Development Ordinances. Functional design drawings were prepared to illustrate the ultimate footprint of the two routes.
